Description
In IEEE version of 1364-2001, they changed the table numbering from X-Y,
where X is clause number and Y is table number within clause, to a consecutive
numbering scheme through the entire document.

This contrasts with the Syntax box numbering, which remained with the X-Y
scheme, and with the Draft 6 numbering scheme.

Personally, in such a big document, I feel the X-Y scheme is much more
convenient.

I checked the IEEE Standard Style Guide.

It says that normally the consecutive numbering scheme is used,
but if the document is very big, then the X-Y scheme should be used.

So I propose that in the next revision, we go back to the X-Y scheme.

Fix

Change Table and Figure numbering from consecutive
throught the entire document to X-Y, where X is the Clause
number and Y is the Table/Figure number within the Clause.
So Table 12 becomes Table 4-4.

That is how it was in Draft 6.

The price is being different from the current document.
